Son of Jonathan and Mary (Mullins) Gragg. Husband of Lucinda Banks and secondly, Sopia Mullins.
Oscar and Lucinda had five children:

Rev. Gragg made application on Oct 20, 1913 for his Texas Confederate Pension. He claimed he was 68 years at that time, was born in Shelby Co., AL. He had resided in Texas for 43 years, and in Lipscomb County for 10 years. His occupation was Minister of the Gospel. The application was witnessed by Lipscomb County, Texas citizens: J.E. Shahan and Wm. H. Parker. Two fellow soldiers from Jefferson County, AL, H. C. Young and S. H. Coggins stated that they had known Gragg of Higgins, Texas for 50 years or more. All three enlisted in the Confederate Army at Montgomery, Alabama in the winter of 1861 and served throughout the war in Co. G, 1st Alabama Cavalry Regiment.
