Cecil was born in Groesbeck, TX on September 22,1924. Graduated with the Class of 1942 from Groesbeck High School. Served in WW2 in the Navy from December 11,1942 through March 4,1946, achieving a rank of Yeoman First Class, and part of the occupying force in Hakodate, Japan after surrender. Attended USC and was a proud member of Delta Tau Delta Fraternity. Attended SMU Law School on the GI Bill and graduated with a JD in Law in May 1949. Received his license to practice law in Texas on August 19,1949. Serviced as an attorney until 1998 in downtown Dallas. Served on the Board of Southwestern Electric.
Married to Mary Lou Magee (Nagel) over 65 years. Had five children: Kathy Meyer, Becky Goodwin, Melinda Magee,Robert Magee, Bill Magee
