Charles Edward Waters was born on July 3, 1869 in Brown, Miami County, Ohio to George W. Waters & Elizabeth Sams.
In 1900, he married Clara Felicia Dussan.
Mr. Edwards died on August 1, 1935 in Houston, Harris County, Texas at the age of 66.
