Herman Edgar Briggs was born to Lonnie E. Briggs and Jennie Lee Smith in Kosse, Limestone County, Texas on January 16, 1913.

September 4, 1940 in Houston, Harris County, Texas, Herman enlisted in the U.S. Army and served in World War II.
In 1947, Herman married Sylvia Dean Swope.
Mr. Briggs died on February 17, 1991 in Harris County, Texas at the age of 78. He preceded his wife in death by 12 years.
