He practiced Law in Dallas and Irving until he retired in 1994. He was a former member of the Irving City Council.
James was born in Celina,Tx. to Louis and Pauline Marks. He graduated from Calera, Okla. High School in 1948 and earned a degree in business administration from Arlington state college. He received his law degree from Southern Methodist University
