Cruz wasborn on April 28, 1937 in Ojinaga, Mexico to Thomas Vasquez and Luz Morales Vasquez. She was raised in Ojinaga and El Mulato, and married Teofilo Montoya Salazar on August 3, 1959 in Ojinaga, Mexico. They moved to Andrews in 1989 from El Mulato. . She was a member of Our Lady of Lourdes Catholic Church. She was preceded in death by her parents, 3 sisters, Consuela Acosta, Benita Baeza, and Elisa Quintella, and her brother, Martin Vasquez.
