When Rita M. Meyers was born on February 2, 1923, in New Iberia, Louisiana, her father, Tartule, was 33, and her mother, Marie, was 28. She married Issac D Hall and they had six children together. She then married John L Kelley on June 12, 1982, in Galveston, Texas. She died on October 21, 1993, in Alvin, Texas, at the age of 70, and was buried in Hitchcock, Texas.
