Billy Bob "Bill" Jackson was born on February 26, 1926, in Electra, Texas. He married Frances Allene Ramsey on June 27, 1948, in Vernon, Texas. They had two children during their marriage. He died on June 10, 2012, in Texas at the age of 86.
